Pot Bellies has a hometown, everybody-knows-your-name feel to it. The wait staff is chipper and the service fairly quick. If you take it for what it is, a diner that serves mostly old-school breakfasts (with some modern additions) it's okay. It is somewhat hidden off the beaten path behind Britton Plaza on Himes. 
When  I am there I think truck stop. Food is decent, staff is like family in a country sort of way (they usually call you hon), and it's a pretty quick and and out. The decor is stale and will probably incense South Tampa trendsetters. Perhaps that's why I go. It is simple and effective.  Manage your expectations and you will like it!
